2024 TAX INFORMATION

TAXES ARE DUE & PAYABLE at par by Thursday, October 31st, 2024, at 4:00 p.m.. After which date all taxes remaining unpaid will incur interest at a rate of 1.25% per month.

  • ARREARS shown on the statement are as of June 2024.  To insure you are paying the correct amount, please call the municipal office.
  • Make cheques payable to: The R.M. of Stuartburn.  Mail to Box 59, Vita, MB R0A 2K0. (Please ensure that all cheques are in Canadian funds) – Post Dated cheques are accepted as well.
  • Tax Installment Plan (T.I.P.P.) – We are pleased to offer this option to pay property taxes by doing monthly installment preauthorized payments.  If you would like further details or if you wish to enroll please contact the Municipal Office.
Please be mindful of the transit time of payments submitted via ground mail to reach our office & of online banking transfer times. As these types of payments must also be in the municipal bank account by 4PM on Oct. 31st.  Payments that are "in transit”, but have not reached our office by 4PM on Oct. 31st, will be considered late, and will be subject to interest at a rate of 1.25% per month. Transit times can vary from 2 to 4 days!

  • CREDIT CARD PAYMENTS- The RM of Stuartburn accepts online and in person payments with select credit cards through the secure OptionPay System (with applicable third party fees)
  • CHEQUE- Payable to the RM of Stuartburn. Please ensure that the cheques are in Canadian Funds. Postdated cheques are accepted at any time and are held in the vault until the date indicated on the cheque.
  • ONLINE BANKING - Please give sufficient time for the payment to be processed by your financial institution. It is the taxpayer's responsibility to check with their financial institution to determine the number of business days that will be required to process the payment. All payments must be in the municipal bank account by 4pm on October 31st, 2023. Any payments received after this time will be considered late and will be subject to 1.25% interest.

TAX INFORMATION
 There are 2 principle factors that determine the amount of property tax.
 
1. Assessment - Market Value of your property based on 2 years prior. The assessment is determine by the Provincial Assessment Office. 
2. Mill Rate - Determined by the Rural Municipality when the current year's budget is developed.

BOARD OF REVISION 
 The annual Board of Revision to appeal the 2025 assessment is Monday September 18th, 2023. Anyone wishing to appeal the 2025 assessment should complete the Application to Appeal form and submit to the municipal office at least 15 days prior (October 3rd, 2024) to the date of the Board of Revision. Further information regarding your assessment may be obtained by contacting the Provincial Municipal Assessment Branch at 240-323 Main Street, Steinbach, Manitoba or calling 204-326-9896. please quote the roll number that appears at the top right-hand corner of your tax statement.

MUNICIPAL BUDGET
 Each year Council for the Municipality develops a budget which outlines the financial plan for the current year. This budget is derived from costs of running the municipality and is divided into the municipalities assessment which generates a mill rate. The mill rate is then applied against the assessment for each individual property which determines the level of tax to be levied on each property. 
 
Enclosed in your 2024 property tax bill, the statement is comprised of two basic sections; Municipal and Education taxes. 
 
The Municipal portion of your tax bill is used to fund various services:

 
The Education levy is set by Border Land School Division. The Municipality is required by law to include these levies on the annual property tax bills, and collect on behalf of the school division. Further inquiries may be directed to Borderland School Division, 204-324-6491. 
 
 
TAX STATMENTS 
 
  • Property tax statements are mailed out in the beginning of summer of each year. 
  • Supplemental Property Tax Statements are sent and mailed out in spring and fall of each Year. 
  • Payment for all Supplemental Tax Statements are due 90 days after the statements are sent out. 
  • interest at a rate of 1.25% per month is charged on all overdue accounts.
  • Property in tax arrears for over 2 years qualify for tax sale procedures. 
 
TIPPS PROGRAM 
 The R.M. of Stuartburn offers a program to pay property taxes by doing monthly installment preauthorized payments. Payments are divided into twelve (12) equal payments based on your previous tax bill for the first six (6) months until the current year's tax bills are se. There may be an adjustment in the amount of of the monthly payment, which you will be notified in the increase or decrease in the amount of withdrawal from your account. An agreement will be signed by the property owner(s) authorizing the Municipality to automatically withdraw the monthly payment out of the property owner's bank account.

PROVINCIAL INITIATIVES EDUCATION PROPERTY TAX CREDIT
 Whether you own or rent your home, you could be eligible to save up tp $350.00 with the Manitoba Government's Education Property Tax Credit (EPTC). The credit is provided by the province of Manitoba to help cover the school taxes you pay, or a portion of your rent either directly on your municipality property tax statements or through your income tax return.
